In some of the villages and small towns of Tamil Nadu, you have the wells without the parapet around it. Once an uncle of mine who was riding a bicycle failed to realise he was going towards the well in the night. He fell inside the well and died of multiple injuries.
Doing any public works keeping in mind the discomforts and dangers to persons with disability is too much to expect from our esteemed PWD department. Because, it is not their culture to put safety measures in place before they start any construction work. So, though I am saddened by the death of the VI person, I am not surprised by the casual approach to safety by the PWD.
