harish, was the barricade strong enough to stop ablind man who is not hit by any impact to fall into it? were the gaps in between the barricades narrow enough to prevent a blind man from casually steering into the pit? if so then you are right about a weakened case. if not then there might still be issues that require the attention of the authorities to be called upon.
