d)               Ex-serviceman means a person who has served in any rank 
(whether as a combatant or as a non-combatant) in the regular Army, Navy and 
Air Force of the Indian Union but does not include a person who has served in 
the Defence Security Corps, the General Reserve Engineering Force, the Lok 
Sahayak Sena and the Para Military Forces, and 
a.      Who has retired from such service after earning his pension OR 
b.     Who has been released from such service on medical grounds attributable 
to Military Service or circumstances beyond his control and awarded medical or 
other disability pension OR 
c.      Who has been released otherwise than on his own request, from such 
service as a result of reduction in establishment OR 
d.      Who has been released from such service after completing the specific 
period of engagement, otherwise than at his own request or by way of dismissal 
or discharge on account of misconduct or inefficiency, and has been given a 
gratuity, and includes personnel of the Territorial Army of the following 
categories :

     is eligible for age relaxation by 3 years plus period of service in Armed 
Forces subject to ceiling of 50 years of age. 
  
e)                All persons who are ordinarily being domiciled in Kashmir 
Division of Jammu & Kashmir State during 01.01.1980 to 31.12.1989 by 5 years. 
  
Note: a) An Ex-serviceman who has once joined a government job i.e., the civil 
side after availing of the benefits given to him as an ex-serviceman for his 
re-employment, his ex-serviceman status for the purpose of the employment in 
Government ceases. b) The relaxation in upper age limit is allowed on 
cumulative basis as per Government guidelines. c) All persons eligible for age 
relaxation under 6(e) above, must produce the domicile certificate at the time 
of interview from the District Magistrate in the Kashmir Division within whose 
jurisdiction he/she had ordinarily resided or any other authority designated in 
this regard by Government of J&K to the effect that the candidate had 
ordinarily been domiciled in the Kashmir Division of the State of J&K during 1 
st Jan, 1980 to the 31 st day of December 1989. 
  
Relaxation in upper age limit available to SC/ST/OBC candidates is allowed on 
cumulative basis with only one of the remaining categories for which age 
relaxation is permitted as mentioned above.  
7. Eligibility Criteria : Nationality/Citizenship : 
  
A candidate must be either (i) a citizen of India or (ii) a subject of Nepal or 
(iii) a subject of Bhutan or (iv) a Tibetian refugee who came over to India 
before 01.01.1962, with the intention of permanently settling in India or (v) a 
person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, east 
African countries of Kenya, Uganda, the United Republic of Tanzania (formerly 
Tanganyika and Zanzibar), Zambia, Mallawi, Zaha, Ethiopia and Vietnam, with the 
intention of permanently settling in India, provided that the candidates 
belonging to categories (ii), (iii), (iv) and (v) above, should be a person in 
whose favour a certificate of eligibility has been issued by Government of 
India. A candidate in whose case a notification of eligibility is necessary may 
be admitted to the interview conducted by the Bank but on final selection, the 
offer of appointment may be given, only after the necessary eligibility 
certificate has been issued to him by the Government of India.
 
(a)    Candidates with following disability are eligible to apply:
  
Hearing Impairment(HI) - Means loss of 60 decibels or more in the better ear in 
the conversational range of frequencies .
Locomotor Disability or Cerebral Palsy(OH) - Person who has a minimum of 40% 
physical defect or deformity which causes inteference with the normal 
functioning of the bones, muscles and joints and is so certified by a Medical 
Board appointed by the State Government .
Visually Handicapped (VH) - Refers to a condition where a person suffers from 
any of the following conditions :
(a) Total absence of sight or (b) Visual acuity not exceeding 6/60 or 20/200 
(Snellen) in the better eye with correcting lenses or (c) Limitation of the 
field of vision subtending an angle of 20 degrees or worse.
  
In the written examination to be held, the blind candidates and candidates 
whose writing speed is affected by cerebral palsy can use own scribe at their 
cost. In all such cases where a scribe is used, the following rules will apply :
  
i) The candidate will have to arrange his own scribe at his own cost. ii) The 
academic qualification of the scribe should be one grade lower than that of the 
candidate. iii) The scribe should be from any academic discipline. The scribe 
should possess less marks than the candidate and not more than 60% in his own 
academic stream. iv) Both the candidate as well as the scribe will have to give 
a suitable undertaking, confirming that the scribe fulfills all the stipulated 
eligibility criteria for a scribe as mentioned above. Further, in case it later 
transpires that he did not fulfill any of the laid down eligibility criteria or 
suppressed material facts, the candidature of the applicant will stand 
cancelled, irrespective of the result of the written test. v) Such candidates 
who use a scribe shall be eligible for extra time of 20 minutes for every hour 
of the examination .
 
(b)    As the reservation for Persons with disability (PWD) is on horizontal 
basis, the selected candidates will be placed in the appropriate category (viz. 
SC/ST/OBC/GEN) to which they belong.
 
Note:
(a)    In case of non-availability of reserved candidates, Bank reserves its 
right to interchange these categories as per Government directives.
(b)    It is clarified that it may not be possible to employ Persons with 
disability (PWD) in all offices/branches of the Bank and they will have to work 
in the post identified by the Bank as suitable for them.
(c)    The number of vacancies as also the number of reserved vacancies is 
provisional and may vary according to actual requirements of the Bank.
The selected candidate is liable to be posted, at the sole discretion of the 
Bank and as per its exigencies, at any of the Banks Branches/Offices within the 
State where the candidate has applied for.
 
8. Educational Qualification :(As on 1.1.2007) 
  
(a)   Pass with minimum 60% marks in aggregate in higher secondary 
examination/10+2 of 10+2+3 pattern or its equivalent          OR
Degree in any discipline or its equivalent
 
All educational qualification should be from a recognized University / Board / 
Central / State / UT administration.
 
(b)   Knowledge of official language of the State where vacancies are 
advertised, to read, write and speak is essential.
 
(c)   Computer literacy:
 
The candidate should have computer literacy and should be able to operate 
computer system in DOS and Windows mode. 
9. Selection Process: 
  
Written Examination: 
  
There shall be two types of tests, i.e., Objective and Descriptive:
 
a) Objective Test 
-         260 marks for a maximum duration of 1 hour 35 minutes.
-         Wrong answers given in the objective test will result in negative 
marks.
-         Candidates should secure a minimum of 40% (35% for SC/ST) in each of 
the following papers as qualifying marks.

b) Descriptive Test:

logical coherent manner & communication skills.   5 compulsory questions with 
internal options for 100 marks.  
Duration: 1 hr. 
Option to answer either in Hindi or English or the official language of the 
State.  Minimum 40%(35% for SC/ST Candidates) but marks so obtained are not 
reckoned for merit ranking.  

 
Note : The Bank reserves the right if it so desires to hold a second stage of
written test on the basis of order of merit in the written examination of first 
stage as referred above. If the second stage of written examination is held the 
subsequent process of interview and further process would be on the basis of 
order of merit of the second stage examination.


 
The Written Test will be scheduled at the following centers and the address of 
the Venue will be advised in the call letters:

Note:
(i)  Request for change of the examination center shall not be entertained.
 
(ii) Bank reserves the right to cancel any of the centers and add some other 
centers, depending upon the response, administrative feasibility, etc. Bank 
also reserves the right to allot the candidates to any of the centers other 
than the one he/she has opted for.
 
The selection will be made on the basis of performance in written test and 
interview and such selection will be made amongst the candidates opted for the 
test/interview in that particular State Only. Mere passing of written test does 
not make a candidate eligible to be called for interview. Only candidates short 
listed on the basis of performance in written examination will be called for 
interview.
  
Interview: 
  
a)     Those candidates who have secured the minimum qualifying marks 
stipulated for Written Test (i.e., Descriptive as well as Objective) shall be 
called for interview in the ratio of 1:3 (1:5 in the case of SC/ST). In other 
words, for every single post, three/five such candidates would be called for 
interview depending upon their merit ranking as per the marks obtained by them 
in objective tests.
 
b)    Only those candidates who rank sufficiently high in the written test will 
be called for interview. Mere eligibility/pass in the test shall not vest any 
right in a candidate for being called for interview.
 
c)     An interview shall be conducted to assess the personality traits having 
bearing on general demeanor, interpersonal competence, adaptability, courtesy, 
self confidence & temperament and communication skills.
 
d)     Maximum marks for interview shall be 75 with a minimum qualifying marks 
of 40% (35% for SC/ST). 
10. Final Selection: 
  
Final selection will be on the basis of the merit ranking reckoned after adding 
the marks obtained in the objective/passing of the descriptive test and 
interview. 
11. Pre-examination Training - SC/ST/Minority Communities candidates: 
 
It is proposed to impart Pre-examination Training to a limited number of 
candidates belonging to Scheduled Caste/Scheduled Tribes/Minority Communities 
at Delhi, Mumbai and Bangalore Centres at the discretion of the Bank. An 
eligible candidate who wishes to avail Pre-examination Training should fill in 
the relevant column in the application format. All expenses regarding 
travelling, boarding, lodging etc., will be borne by the candidate for 
attending the Pre-examination Training programme at the concerned Training 
Centre. If sufficient number of candidates are not willing to undergo training 
at a centre or due to administrative exigencies, the Bank reserves the right to 
allot a nearby centre for Pre-examination training. 
12. Application Fee / Postage Charges : 
 
Application fee :     Rs.300/- (inclusive of Rs.50/- towards Postage Charges)
For SC/ST         :     Rs.50/- towards Postage Charges only
should be sent by Demand Draft/Pay Order/Bankers Cheque favouring "Vijaya Bank, 
Recruitment (Clerk) Project, 2007" payable at  Mumbai only. It must be 
purchased on or after the date of advertisement but on or before the last date 
stipulated for submission of application. Cash/Cheques/Money Orders/ Postal 
Stamps/Postal Orders, etc., will not be accepted. Candidate's name and date of 
birth should be written on the reverse of the demand draft. Application once 
made will not be allowed to be withdrawn and fee once paid, will not be 
refunded on any account nor can it be held in reserve for any other examination 
or selection. 
13. Probation : Six months  
14. General Instructions : 
    
(a)The Bank takes no responsibility for any delay in receipt or loss in postal 
transit of any application or communication. (b) As the applications are to be 
processed by a computerized system, it is essential that the application is 
strictly in accordance with the prescribed format and properly and completely 
filled and contains no corrections/alterations/overwriting.(c) Before applying 
for the post, the candidate should ensure that he fulfils the eligibility and 
other norms mentioned in this advertisement. Decision of Bank in all matters 
regarding eligibility of the candidate, the stages at which such scrutiny of 
eligibility is to be undertaken, the documents to be produced for the purpose 
of the conduct of examination, interview, selection and any other matter 
relating to recruitment will be final and binding on the candidate. The Bank in 
this behalf, shall entertain no correspondence or personal enquiries. In case, 
it is detected at any stage of recruitment that a candidate does not fulfill 
the eligibility norms and/or that he has furnished incorrect/false information 
or has suppressed any material facts, his candidature will stand cancelled. If 
any of these shortcomings is/are detected, even after appointment, his services 
are liable to be terminated. (i) Candidates should send an attested copy of 
their Caste Certificate/Certificate of Handicap issued by the Competent 
Authority as specified below (15). However, these candidates will have to 
produce original caste certificates/ relevant certificates at the time of 
interview, failing which, his candidature will be cancelled. (ii) Candidates 
belonging to OBCs but coming in the 'CREAMY LAYER' are not entitled to OBC 
reservation. OBC certificates in the format as prescribed by the Government of 
India and issued by the Competent Authority inter-alia, specifically stating 
that the candidate does not belong to the socially advanced sections, excluded 
from the benefits of reservation for OBCs in civil posts and services under 
Government of India, i.e., carrying CREAMY LAYER clause, based on income for 
the financial year 2005-06 issued on or after 01.04.2006 should be submitted. 
(iii) PWD candidates claiming the benefit of reservations/age relaxation should 
submit a copy of Medical Certificate issued recently as specified in the 
Disabilities Act of 1995 in support of their disability. (d) An application not 
accompanied by copies of relevant certificates, where necessary or requisite 
fee or not in prescribed format or not signed by the candidate or incomplete in 
any respect, will not be entertained. (e) A recent recognizable passport size 
photograph should be firmly pasted on the application and should be signed 
across by the candidate. 3 copies of the same photograph should be retained for 
use at the time of interview. The candidates are advised not to change their 
appearance till the recruitment process is complete. Failure to produce the 
same photograph at the time of interview may lead to disqualification. (f) The 
candidates will have to appear for written test at   their   own expenses. 
SC/ST candidates who will attend the inteview will be reimbursed Second Class 
Rail/Bus Fare by the shortest route on production of evidence of travel. (g) 
Any request for change of address will not be entertained. (h) Any resultant 
dispute arising out of this advertisement shall be subject to the sole 
jurisdiction of the Courts situated in Bangalore. (i) The Bank takes no 
responsibility to connect any certificate/remittance sent separately. (j) In 
case any dispute arises on account of interpretation in version other than 
English, English version will prevail. (k) No candidate is permitted to use 
calculator, telephones of any kind, pagers or any other such instruments. (l) 
The candidates will appear for the written examination at the allotted centers 
at their expenses and risks and the Bank will not be responsible for any 
injury/losses etc. of any nature. (m) The Bank, may, at its discretion hold 
re-examination wherever necessary in respect of a center/venue/specific post of 
a candidate(s). (n) Appointment of selected candidates is subject to his/her 
being declared medically fit as per the requirement of the Bank. Such 
appointment will also be subject to the Service and Conduct Rules of the Bank. 
(o) Action against candidates found guilty of misconduct : Candidates are 
advised in their own interest that they should not furnish any particulars that 
are false, tampered, fabricated or should not suppress any material information 
while filling up the application form. At the time of Written 
Examination/interview, if a candidate is (or has been) found guilty of: (i) 
using unfair means during the examination or (ii) impersonating or procuring 
impersonation by any person or (iii) misbehaving in the examination hall or 
taking away the question booklet/answer sheet from the examination hall or (iv) 
resorting to any irregular or improper means in connection with his/her 
candidature by selection or (v) obtaining support for his candidature by any 
means, such a candidate may in addition to rendering himself/herself liable to 
criminal prosecution, be liable : (1) to be disqualified from the examination 
for which he/she is a candidate; (2) to be debarred, either permanently or for 
a specified period, from any examination or recruitment conducted by Bank. (p) 
Though the post called for is Clerk, the Bank reserves right to designate the 
appointed candidate as Clerk, Clerk-cum-Telephone Operator, Clerk-cum-Typist, 
Clerk-cum-Data Entry Operator, etc. (q) The applicant who has applied under a 
particular State will have to appear for the written examination at the centre 
indicated under that State only. (r) Candidates already employed in 
Government/Public Sector Undertakings shall be required to produce a No 
Objection Certificate from their employer at the time of interview. (s) 
Candidates submitting more than one application in response to the 
advertisement are liable to be disqualified. (t) Application fee once paid will 
not be refunded on any account nor can this fee be held in reserve for any 
other test or selection. (u) Selected candidates may be assigned any 
designation as may be prevailing in the Bank and not necessarily the name of 
the post given in the advertisement. (v) Candidates willing to serve any where 
in the State where vacancies are advertised, only need apply. (w) Candidates' 
admission to the test is strictly provisional. The mere fact that the call 
letter has been issued to the candidate does not imply that his candidature has 
been finally cleared by the Bank. 
15. THE COMPETENT AUTHORITY FOR THE ISSUE OF THE CERTIFICATE TO OBC/PHYSICALLY 
CHALLENGED IS AS UNDER: 
 
For OBC: (a) District Magistrate/Additional District Magistrate/ 
Collector/Deputy Commissioner/Taluka Magistrate/Executive Magistrate/ Extra 
Assistant Commissioner. (b) Chief Presidency Magistrate/ Additional Chief 
Presidency Magistrate/ Presidency Magistrate. (c) Revenue Officer not below the 
rank of Tahsildar. (d) Sub-divisional Officer of the area where the candidate 
and/or his family normally resides.
 
For Persons With Disability: Authorised certifying authority will be Medical 
Board at the District level. The Medical Board will consist of Chief Medical 
Officer, Sub-Divisional Medical Officer in the District and an Orthopaedic 
Surgeon. 
16. HOW TO APPLY: 
 
a)     Application should be neatly typed or hand-written in English on a 
foolscap size paper in the format given at the end of this advertisement.
 
b)    The examination for the post of clerk will be held simultaneously at all  
 
     centers. Hence, candidates are advised to send application for only  
     one center.
 
c)     A recent passport size photograph bearing full signature of the 
candidate across the same with date should be pasted at the right hand top 
corner at the space provided in the application.
 
d)     Each application must be accompanied by (i) Bank Draft payable at Mumbai 
(ii) Copies of under mentioned certificates (only attested true copies of 
certificates) should be sent by candidates along with the application :
 
           A.  Secondary School Certificate/School Leaving Certificate or any 
other documentary proof of age.
           B.  Marks Sheets (year-wise) showing specifically the subject 
studied and certificate/s in support of educational qualifications viz., SSLC, 
Graduate Degree, Post- 
                 graduate Degree, Professional Research, etc.
          C.  OBC/Persons With Disability certificate/s as detailed in Sl.No.15 
wherever applicable.
 
e)     Selected candidates will be required to produce a valid discharge 
certificate from the present employer before joining the service.
f)     Employees of Vijaya Bank who satisfy the eligibility criteria, should 
route their applications through the Asst. General Manager, Vijaya Bank, Head 
Office, Personnel Department (HRD), Bangalore-1. Application complete in all

17. LAST DATE FOR RECEIPT OF APPLICATIONS : 
 
The applications should reach at the specified Post Box number ON OR BEFORE 
26.05.2007. For the candidates staying abroad and for those posting application 
from Andaman & Nicobar Islands, Lakshadweep, Minicoy islands, Assam, Meghalaya, 
Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh division 
of J&K State, Lahaul and Spiti District and Pangi sub-division of Chamba 
District of Himachal Pradesh, the last date for receipt of application will be 
02.06.2007. An application received after the last date will not be entertained 
by the Bank.
 
The Bank will not be responsible for loss of application in transit or for 
rejection of application because of non-receipt of application on or before the 
stipulated date. 
18. Call Letters : 
  
Call letter for written examination will be sent to the eligible candidates at 
the correspondence address given in their application form by ordinary post and 
requests for sending letters to a different address subsequently will not be 
entertained. An eligible candidate who does not receive the call letter by 
23.07.2007 may contact the Bank at Head Office, Personnel Department (HRD), 
41/2, M G Road, Bangalore - 560 001 indicating his/her name, address, date of 
birth, details of Bank Demand Draft and examination center opted, to enable the 
Bank to take immediate remedial action. Candidates may also visit Banks website 
between 24.07.2007 and 28.07.2007 for announcement regarding call letter and 
written examination.
