This may be true upto Windows8.1, not for Windows 10. Reproducing email text

Windows Updates is set to remain on always in Windows 10, there isn't an option 
to turn it off. However, identifying a network as a 'metered network' blocks 
automatic download over that network. If the device is connecting to multiple 
networks then each network has to be identified as a 'metered network'. Follow 
the  steps listed below to identify a network as a 'metered network':

1.      Press Windows+A to open Action Center.
2.      TAB to the 'All Settings' button and activate it using SPACEBAR.
3.      Navigate to the option labelled ''Network & Internet' using RIGHT ARROW 
and press ENTER to open the next screen.
4.      Select the type of network (Wi-Fi, LAN, etc) from the list using 
UP/DOWN ARROWS. I select Wi-Fi (the 1st option) as I connect over a Wi-Fi 
network.
5.      TAB to the list of available networks
6.      Select the desired network that you are connected to using UP/DOWN 
ARROWS. The network that you are connected to is generally on top.
7.      TAB to the 'Advanced Options' link and activate it to open available 
advanced options for the selected network.
8.      TAB to the 'Set as metered connection' button and activate it using 
SPACEBAR. JAWS announces that it is checked.

Steps 6 through 8 need be followed for each network that you want to identify 
as a 'metered network'. Backward navigation can be done using BACKSPACE.

The checked status of this button for a network indicates that it is set as a 
'metered connection' and automatic Windows updates will not occur over this 
network. JAWS doesn't announce unchecked for this button when it is not checked 
as it is not a regular check box.
