@danish Mahajan,

Thank you for your involvement in the discussion. Probably you have
cleared all my doubts. But surely, the idea of having only one card
like the Aadhar is the best option. Anyways, I will surely apply for
this UID card, though I already have quite many ID cards.
Once I get this UID, I hope it is fine if I discard the disability
certificate that I own right now, which was issued by DRC from
Meghalaya, as I belong to that state.
Please comment about discarding the certificate by DRC.

Hope this discussion about the very utility of this new card will
continue and will let the big shots of NGOs think. At the time of
making adhar your identification marks are also taken. The very same
document can have the disability mentioned also. When there is process
of raectification in adhar like address change then new adhars for
disabled may also be obtained with their certificates uploaded and
verified. Secondly, when railways is trying to make adhar compulsory
for e-ticketing then no extra card would be required. It would also
reduce the burden of issuing railway cards.

if it is an arguement then my arguement is that government must reach to
the
end user, end user should not move from pillar to post. secondly you can
not
compare the remote areas with another remote area. I have just visited one
forest village in my state and I had to turn to and fro 20 kms to get
repair
our 4 wheeler tire puncture. as most of accessindia members having desktop and laptops at their drawing rooms, this does not mean that facilities are
actually reaching to the genuine users. I have a nearest DRM of railway
is
raipur and the surrounding of raipur DRM is more than 500kms. it means
that
a blind person living 500kms away from his nearest DRM, he has to travel
to
get his smart railway ID card for 500kms. and there is no train service he
must travel by bus. here in chhattisgarh there is no state transport
corporation, in which a blind person can get concession. also the railway
ID
card is not a smart card, it is just a hard paper conventional card and
its
details are to be manually entered in PRS system by the chief booking
officer. there is no chip and magnetic strip on it. if government can
arrange a camp for voter IDs, why not for this disability card. as many
blind persons still could not get their aadhar due to denial of enrollment
centres, how is it possible to get this disability UID without aadhar.
first
he has to get aadhar.

Bhawani sir with due request i find your argument illogical since i
also belong to rural area i know the condition of rural area if i can
go to city for my education medication and other thing i can surely go
to cafe.
people from rural area are coming in macro city or there near city for
buying a lot of things why can't this form be filled up?
since there is no electricity in some area, are we not using
electricity? did we ever tell government first give electricity to
all only then we will have electricity?

Exactly so, the aadhaar card can be a good solution. It should be
accepted
by all departments like railway, income tax etc. I have already a number
of
cards. An extra will be just another headache.

how many blind people are having computer and computer literate? what
the
government really want to do? why it should not be introduce as
enrollment

procedure like aadhar card? where an individual can visit the centre
and
enroll him for the disability ID card? only accessindia people will be
benifitted through such online mode. what this useless DRCs district
rehablitation centers are doing? unfortunately big NGOs don't have a
practical approach to resolve the issues relates to blindness. even the
blind people are denied to enroll for aadhar card by the owner of
enrollment centre.

hi
having gone through reactions and comments it seems everybody is
confused regarding relevance and utility of this so-called unique
identity card. only Harish Kotian appears to be optimistic about its
success.
considering previous experiences, it does not promise much hope. what
is needed is a positive change in negative mindset of those who are at
the helm of affairs. they must sincerely make efforts to do something
concrete rather than merely filling up files to augment their
position.
if they really know article 263, then in my opinion only one card--say
AADHAR--should suffice to prove one's disability.
beside proving that a person is really disabled what other purpose do
all these cards serve?
hope wisdom shall prevail and things shall be simplified.
