Friend, rules are just rules but never come to action, one of my blind friend was insulted by a class-4 peon in his office when he complained to higher officials the higher official supported the class 4 person instead giving justice to VI person officer also insulted the blind employee blind person was working as senior assistant here in Delhi in government office.
