Dear manish,
At least NAB Delhi has been giving out a loan for purchase of computers & 
softwares for  almost six years now. Visually impaired persons can take a 
loan of upto Rs. 50000  & return it in 18 monthly installments without any 
interest.
More than  100  persons have taken benifit of this scheme. In the recent 
months, we have been getting more & more applications.
This facility is for residents of Delhi only.
& we have a 100% recovery record & that too without the use of any  agents 
etc. <smile>
