    No doubt, this draft of policy is commendable piece of work from your
side. I would like to say as far as softwares are concerned, we should not
be strict on the JAWS and MS Word.  Because, practically speaking, most of 
the universities and colleges in India do not still have a authorized copy
of JAWS for Windows. and alternative methods for JAWS will not be accepted.
    So, I would like to say why don't we mention a Screen Reader and a 
office
application as a software requirements in policy.  I think this will 
minimised any further disputes.
