This is all about bulk purchase of license by the government. Wen it would come 
to procurement, we will need to lay down specifications on what we really want 
from a screen reading software and then which ever company can provide all such 
specifications at lowest cost to the government, that  can be purchased.

This is worth pursuing with the government
