First i suggest to check respective LDC advertisement what they mentioned about scribe. If they have mentioned nothing in advertisement about scribe. Then may be center have rights to provide scribe but with their own cost. They cannot ask many for scribe for which they have provided.
In case advertisement mentioned that ?you have to bring your own scribe with your own cost. That center person has done false things with.
