that's exactly the question!
our friend on the list mentioned that such exemption is available to persons 
with locomotor disabilities. ..which is why I mentioned that circular only 
says "physicallly handicap and not O.H.

so I wanted to know if anyone ever bought a car in his/ her name and took 
the benefit of such exemption?
prior knowledge of such a fact is important before I go to court!
