Dear Pranav.
The blindness is definitely included in the catagory of handicaps. But, the 
question is whether any blind person has availed this facility. To the best 
of my knowledge (which may be very little) no body with visual impairment 
has been given this concession. I am very much convinced that the concession 
should be made available to the blind persons as well.
