I booked same but in sleeper class and got both tickets are confirmed for me
and my escort in hp quota. also I checked the availability after booking and
it was showing 2 available. as there are 4 births have been earmarked for hp
quota in sleeper. I did not tried the same for AC3. I think that after
preparation of chart your escort wl passenger will get confirmation.

We all are finding difficult to book rail tickets in HP quota as even
2 seats are available, only 1 seat gets confirmed and other passenger
weather disabled or escort gets status as per current general quota
availability. It means if general quota is in waiting then the second
person will get waiting ticket.
Now adding to this problem, the second passenger who's ticket is
booked with disabled person, gets the status as per the boarding
station.
Let me clarify my point, Train no 12138 leaves Firozpur cant on 3rd
March has 16 seats available in 3rd ac, This train reaches Burhanpur
on 4th March and general quota waiting list is RLWL1, 2 seats are
available in HP quota. Now I book ticket from Burhanpur toCSMT Mumbai,
I got 1 ticket confirmed and second ticket was given RLWL 2 in HP
quota.
Note the second passenger is also disabled.
After booking this ticket when I checked the position of HP quota for
same train and for same date, it is showing Not available. than where
the 1 seat has gone? HP quota is reserved for any station irrispective
of boarding station which is not same as train originating station,
than why second passenger was not given confirmed ticket even there
were 16 seats available from originating station?
