Yes, technically it is possible for a blind customer to operate a locker independently but problem arises when you want to open a locker account independently.

In my opinion, this facility should also be given to VI's consumers after changing the current norms allowing a VI customer operate locker jointly.

I operate my locker independently. It is in joint names but I go alone to the locker facility then I ask for my locker to be opened. I give my locker number. The bank officer writes the information in the register and then he takes his own key. We walk together to my locker. He inserts his key and leaves and then I insert my key and open it and do whatever I want and then I close it. Then I call for the officer he checks the locker and then we leave. I sign the register and then the security guard escorts me to the entrance of the facility and I am out on the road. I have written this in detail so that there should not be any question of how we will manage. Its been nearly 5 years since I have been operating this locker. However I must say that I haven’t applied for this locker. It is held by my family jointly.

no, this issue have a practical problem. who will escort you towards locker room? hence, a blind person is allowed locker facility jointly.
here is the extract of the circular followed in our bank.
2. Locker facility to the visually impaired persons The facility of locker may be provided to the visually impaired person (literate as well as illiterate) in the following two forms:

Locker facility may be allowed jointly with a person without any visual impairment known/ related to him/ her (the visually impaired person intending to take locker on lease) and operation of such locker shall be permitted jointly. All the documents relating to leasing of locker shall be executed jointly.

ii. Locker facility may be allowed singly in the individual name of the visually impaired person. However, operation of such locker shall be permitted in the presence of one literate witness with no visual impairment who shall be designated by the lessee at the time of execution of Deed Memorandum. The lessee (the visually impaired person) may designate maximum three witnesses at the time of executing the Rent Deed Memorandum. The signature of the list end witness shall also be obtained along with the signature/ thumb impression of the visually impaired lessee at the time of operation of locker.

iii. The visually impaired customer (lessee of locker) may change the witness (es) subsequently. Until and unless the situation warrants, frequent changes in the witness (es) should be discouraged.

v. Such lessee of locker can also appoint a person who is literate with no visual impairment as an authorized person for operating the locker, as per the extant guidelines. The lessee must call at the branch for appointing the authorized person.
