The term (Use) seems to have become

discriminatory for us, especially the VI people. When we

ask for ATM card or net banking, it is denied to us. In

justification it is said that these services can be

provided only to those who can personally use them.

Since you cannot personally use these services and other

person will use them for you, we cannot provide you with

these services.
        The same seems to be the case with the exemption

of excise duties on vehicles.  It is presume that if a

person can see or hear, he can drive ore (Use) the

vehicle.
        I wonder whether the Moter Vehicle Act recognise

this presumption. I also wonder whether any driving

licence etc is required from a OH person  for availing

the duty exemption. I also wonder whether OH people

never hire a driver or some one else never  drives for

them.
