Hi, This is a known issue & only tends to surface on Chrome. Even without changing any settings if you were to open gmail on any of the other browsers, it would still open in basic HTML mode. Google is aware about this issue. I, along with many others have drawn their attention to this & they say they are looking into it but I am not really too sure how long would they take before it is fixed. My experience is even if they fix it, they still tend to go down the same rabbit hole.
