Point taken about the familiarity with assistive technology / screen readers.
But we do need to start somewhere and offering testing with NVDA is something that can be done. I might be a JAWS user, but if I know that I need to take an exam using NVDA ahead of time, I can practice accordingly. I know there will be a lot of issues to start with and hence this can be implemented for a small number of candidates in a phased manner. We can look at a longer horizon (perhaps even a decade) for a full-scale implementation.
