I myself was able to fill out the form by following the method you described. However, many individuals are facing the issue and have been unable to resolve it. Given the circumstances, I created a Microsoft form (alternative). As you rightly mentioned, this issue should be reported to the Google team, as it appears to affect almost all recently created Google forms. Furthermore, I would be truly delighted if you could become involved in the project. I also kindly request that you circulate the given form within your circle.
