This is not a belief. Please read the Railway board commercial cir.no.1/2025 dated 22-01-2025. It states clearly that one who possess UDID card with 100% blindness need not to obtain a concession certificate. Better we should fight to implement this circular instead convincing others to obtain concession certificate.

here is the extract of the circular :

5. However, where applicant provides Unique Disability ID card (UDID)/
certificate issued in accordance with the instructions of Ministry of Social Justice and Empowerment (MSJE), for the issuance of Railway Divyangjan ID, instead of "blindness" Railway Proforma certificate, the validity of the Railway Divyangjan ID
would be co-terminus with the validity of Unique Disability ID card (UDID)/
certificate. Only those Unique Disability ID card (UDID)/ certificate would be considered where the "Blindness" definition is same as defined by Railways in para
2 above or Visual impairment of 90% and above.

Dear Amiyo,

Thank you for reaching out regarding the issues you are experiencing with the Divyangjan Card application website.

Could you please confirm if the "edit" button becomes inaccessible with screen readers, particularly after saving a draft? I recommend trying desktop mode, as this often resolves similar accessibility issues on websites. If the problem persists, seeking assistance from a sighted individual may be beneficial for navigating the site and editing the application to ensure all details are correctly updated.

Furthermore, I would like to clarify a crucial point regarding the railway e-card application process. It has come to my attention that some individuals believe the railway concession form can be omitted if a UDID card is provided. Please be aware that this information is incorrect. The railway concession form is a mandatory requirement for the e-card application. Applications submitted without it, relying solely on a UDID card, will unfortunately be rejected. To ensure your application is successful and avoid any delays, it is imperative to apply for and attach the concession form, regardless of whether you do so online or offline.

I hope this clarification is helpful, and I wish you success with your application.

Best regards,
Mastermind vikas.
