When I started using Win 11 about 2 years back, I was confused by this.
After searching for solution, I found what you are telling here.

This option is availlable under settings of the notepad app. No
need to go to windows settings. Just open the notepad press alt+s
and explore the options.

Excelent, I was searching the solution. it works fine. In my case the
screen reader says notepad button pressed. I have unchecked it.
