I had this confusion with my Google TV check if you have a OK Google button, if yes, turn Talkback on using it. Once it is turned on, go to the accessibility settings and choose the shortcut key to activate Talkback.
If you are unable to figure this out, as suggested please take sighted assistance to do this; sometimes even the OK Google i.e. assistant will not be activated you must allow it in the settings.
