Phani, Vijay, Amer I am not surprised that you are stil having problems with Banks. I had told you that the ground level fight will go on for quite a while. If IBA issues the circular then things will be better but it will not end the problem. Anyway I am mailing each of you the RBI circular as a pdf file. If this does not help then follow Harish's instructions. Please write a formal complaint to RBI with all facts,dates and names and a copy to me. I will follow it up at the highest level. Unfortunately we are going to have a new person in charge of this department very soon but there are some other sensative people who can be approached.
