announced for setting up a university in Lucknow and other major anouncements 
for the relief for disabled Persons.

      Lucknow: February 03, 2008 The Uttar Pradesh Chief Minister, Km. Mayawati 
has announced for setting up a university in Lucknow for providing higher 
education to physically handicapped belonging to different categories. This 
university would be established within a year according to the norms of 
university grant commission on the basis of public private partnership. This 
university would also adhere to the government present reservation policy. If 
Dr. Shakuntala Mishra Smriti Seva Sansthan took the responsibility of making 
this university then government would provide the land free of cost, she said 
adding that government would provide more economic assistance if needed. She 
gave Rs. 51 lakh cheque to Dr. Shakuntala Mishra Smriti Seva Sansthan on this 
occasion. Km. Mayawati also announced the benefit of 5th Pay Commission report 
from 1996 to the teachers of schools run by Handicapped Welfare Department 
saying that these teachers would get the cash benefit of salary increase from 
July 2001. She also announced additional increment and extension in service for 
handicapped welfare department teachers getting National Efficiency Award and 
State Level Best Award like the teachers of education department, besides, 
launching special drive for filling the vacancies of handicapped in government 
service from 1996 till today. The Chief Minister was addressing the physically 
handicapped people at CMS Auditorium, Kanpur road today on the occasion of 
prize distribution of Dr. Shakuntala Mishra Memorial Visually Handicapped Inter 
State Cricket Tournament. In this cricket tournament the teams of eight States 
participated and the final win was made by the team of Karnataka. The Chief 
Minister gave her good wishes for the bright future to the participants. The 
Chief Minister said that the handicapped people would also get travelling 
facility free of cost without passenger tax in the buses of all categories of 
Transport Corporation. This facility would also be available for local buses 
besides, the places out side State in the buses of Transport Corporation. She 
said that handicapped people would get three per cent reservation instead of 
present two per cent in public distribution system out of which one per cent 
reservation would be for visually handicapped people. The Chief Minister also 
announced one additional bus each for the visually handicapped boys' schools at 
Gorakhpur and Lucknow due to the increase in the number of students besides, 
two buses for the girl students of visually handicapped school in Lucknow. She 
announced one inter college for visually handicapped girls in Gorakhpur and 
another inter college for visually handicapped boys in Meerut. The college to 
be set up at Meerut would have the capacity like Lucknow and students from 
primary to intermediate would get education free of cost. The Chief Minister 
announced one hostel of hundred rooms each for the visually handicapped 
students receiving higher education in Lucknow, Allahabad, Meerut and Gorakhpur 
besides, one hostel of hundred rooms each for the visually handicapped girl 
students in Lucknow and Gorakhpur. She announced an emergency medical centre 
near the government visually handicapped inter college at Mohaan road. She said 
that 24 hours medical facility would be available at this centre and after the 
completion of this hospital the students of other institutes run by handicapped 
welfare and social welfare departments at Mohaan road would also get the 
medical facility. Km. Mayawati announced the construction of hostel building of 
visually handicapped inter college, Gorakhpur and the construction of visually 
handicapped skill development centre besides, the up gradation of Banda 
visually handicapped high school to intermediate, repairing of teachers 
building and completion of hostel building construction. With a view to 
strengthen handicapped welfare department, she announced creation of district 
handicapped officers' post for 23 districts of the State. She said that all the 
officers working in handicapped welfare department on service transfer or 
deputation basis would be merged in it. The vehicle allowance of handicapped 
and visually handicapped officers and employees working in government service 
would be doubled. Addressing the programme Km. Mayawati said that the State 
Government was running of the principle of 'Sarvajan Hitai, Sarvajan Sukhai'. 
Her government always remained sensitive towards the problems of the 
handicapped people, therefore on the formation of her first government in the 
State, Handicapped Welfare Department was constituted separately in the year of 
1995. The Chief Minister said that the announcements made by her on the 
occasion of World Disabled Day 2007 are being completed under which order 
regarding free of cost multi-purpose identity card for handicapped people had 
been issued besides, the provision of Rs. 2 crore for incentive in connection 
of handicapped people marriages. Besides this, the handicapped hostellers' 
students of different government institutes and schools subsistence allowance 
and scholarship had been increased from Rs. 550 to Rs. 850. The Chief Minister 
said that she had given some assurances made some announcements on the occasion 
of 'International Braille Day' on January 04, 2003 organised by Dr. Shakuntala 
Mishra Smriti Seva Sansthan, but no action was taken on it after her government 
became out of power. Therefore, this time when her government was formed with 
absolute majority, she announced for constituting a committee under the 
chairmanship of U.P. State Advisory Council Chairman Mr. Satish Chandra Mishra 
on the occasion of World Disabled Day, so that the announcements made during 
her earlier regime could be fulfilled in a time bound manner. The State 
Government had taken several important decisions for the welfare of handicapped 
people after the review made by this high level committee. Giving the 
information regarding the implementation of these decisions the Chief Minister 
said that the government inter college established for the visually handicapped 
girls in Lucknow would get functional from the coming academic session. The 
Chief Minister said that an amount of Rs. five crore was announced for 
sanctioning government guarantee for providing loans to handicapped people for 
employment for Rashtriya Viklang Vitta Evam Vikas Nigam, against which the 
Uttar Pradesh Vitta Nigam had to distribute Rs. one crore as loan till March 
31, 2008 out of which Rs. 50 lakh had been distributed. The remaining Rs. four 
crore loan distribution would be made through any proper bank or institution in 
the next financial year. Km. Mayawati said that earlier identified 251 vacant 
posts for handicapped people would be filled and all the appointed people would 
remain in service and the visually handicapped employees removed by earlier 
government would be reinstated. Km. Mayawati said that employees working in the 
workshops of handicapped welfare department would get age relaxation for merger 
in service. The government order has been issued in this connection. She said 
that with a view to strengthen the office of commissioner, handicapped welfare 
U.P., four deputy commissioner additional posts would be created out of which 
one posts would for visually handicapped. 

      Besides, visually handicapped and other handicapped people would get the 
possession of their family and ancestral properties. Now the properties of 
visually handicapped people would not be sold or bought without the permission 
of district magistrate for which provision would be made through the law and 
necessary amendments would be made in the present laws for protecting the 
rights of visually handicapped people, she added.

      The Chief Minister said that necessary action would be taken for the 
visually handicapped employees working in Uttaranchal, if they want to come 
back in Uttar Pradesh. An expert from the field of visually handicapped would 
be nominated as member for the selection committee for the examinations and 
interviews for providing employment to visually handicapped people. The 
visually handicapped teachers working in degree colleges and secondary schools 
would be provided Rs. five hundred per month as orator allowance according to 
the norms of UGC. Besides, the visually handicapped people working in 
government service would get three per cent reservation in promotions for which 
action is being ensured. The visually handicapped for appointment of teachers 
in primary schools would also get one per cent reservation facility like other 
handicapped people for appointment. Special cell has been constituted in all 
the district employment offices for handicapped people. Km. Mayawati said that 
handicapped would get three per cent reservation for the recruitment of 
teachers instead of two per cent in all the educational institutions out of 
which one per cent would be for visually handicapped people. Beside, the post 
of the principal of Lucknow visually handicapped school had been identified for 
visually handicapped applicant among the posts of principals of government 
visually handicapped schools. She said that three per cent reservation would be 
ensured for handicapped people in the all categories of residential and 
commercial properties developed by Uttar Pradesh Awas Vikas Parishad, 
development authorities etc. Expressing her happiness, the Chief Minister said 
that Dr. Shakuntala Mishra Smriti Seva Sansthan was doing selfless service 
since last many years for poor visually handicapped and handicapped people 
under which they are being provided legal and medical aid free of cost besides, 
organising sports tournament and other cultural programmes for encouraging the 
visually handicapped talented children. The Chief Minister also released a 
souvenir 'Ujale Ki Ore' and cultural programmes were presented on this 
occasion. The Chairman of the Dr. Shakuntala Mishra Smriti Seva Sansthan and UP 
State Advisory Council Mr. Satish Chandra Mishra while expressing his gratitude 
towards the Chief Minister said that her cooperation and support for visually 
handicapped students would be remembered. He assured that Sansthan would 
complete the university to be set up at Lucknow in a year. The price of the 
land would be returned to the government with its own resources and supporters. 
The expenditure of Rs. 51 lakh given by the Chief Minister would be made for 
the welfare of visually handicapped and handicapped people with full honesty. 
He said that the writ petition in High Court for the welfare of handicapped 
people would be withdrawn tomorrow because the Chief Minister had fulfilled the 
demands of visually handicapped. Several Cabinet members, MPs, MLAs were 
present besides, the Cabinet Secretary Mr. Shashank Shekhar Singh, Chief 
Secretary Mr. P.K. Mishra, APC Mr. Anees Ansari, other senior officers and 
eminent citizens on the occasion. ***********
