My dear friends, I require exact ugc guidelines regarding the
reservation for the physically challenged in higher educational
institutes (universities and colleges.).  In Tamilnadu, the
universities and colleges claim that reservation is allowed for the
physically challenged only in under graduation and post graduation.
But not for M.Phil and PhD. When the case is like this in Tamilnadu,
the situation in some of the central universities is different. These
central universities agree upon the 3% reservation for ph in all
courses including M.Phil and PhD. But the problem is that,   they say
the reservation is applicable only based on the number of seats
allocated for each course and not based on the total number of seats
available for all courses in the university for that academic year.
Most of the universities have only less than 10 seats for PhD and
M.Phil under each department. If this is the case, no physically
challenged can be accommodated in these courses unless they get
through in merit. Hence, it is the need of the hour to insist upon the
reservation for the physically challenged to be applied based on the
total number of seats available in each   university in that
academic year. And the   universities and colleges in Tamilnadu should
be instructed to admit the physically challenged students in both
M.Phil and PhD courses without any discrimination following the
reservation being implemented in under graduation and post graduation
admission. For the past several years, our brethrens are facing this
problem in almost all over India. I feel that, something has to be
done to get rid of this injustice against the physically challenged
community.
