Dear Friends, I have the pleasure to inform you that Executive Committee of NFB Karnataka in its Meeting held on rd 02-08-2008 has decided to hold 3 General Body Meeting and Election for 2nd Executive Committee th on 28 Sep 2008. In accordance with the decisions taken by the Executive Committee in its said Meeting, the followings are communicated to you. a) Venue of the General Body Meeting and Election: Below mentioned shall be the venue of General Body Meeting and Election. Central Library (West) R.P.C. Layout Bus Stand, Bangalore-560 040. b) Date and Time: General Body Meeting and Election shall be commenced on 28th September 2008 as per the following schedule:General Body Meeting: -10.00 A.M. TO 1.00 P.M. Lunch Break: -1.00 P.M. TO 2.00 P.M. Election (If it would be required):- 2.00 P.M. TO 5.00 P.M. Declaration of results and Vote of Thanks: -6.00 P.M. c) Agenda of the General Body Meeting: Following shall be the Agenda of the General Body Meeting. Confirmation of the minutes of last General Body Meeting of the NFB Karnataka held on 2nd July 2006. Matters arising out of the previous minutes. Presentation of Progress-Report by the General Secretary for the period beginning from rd 3 July 2006. Presentation of Brief summary of the Expenditure made by the NFB Karnataka during the said period. Presidential-Remarks on the functional and structural progress of the Federation during the said period. Considering the resolutions moved by the executive committee or individual members. Answering the questions received from the members. Any other item with the permission of chair. d) Election:General Body of the Federation shall elect the following office-bearers and member of executive committee for the next term of 4 years. a) President (One Post, Only Blind is eligible). b) Vice-President (Two Posts, Both Blind and Sighted are eligible). c) General Secretary (One Post, Only Blind is eligible). d) Secretary (Two Posts, Both Blind and Sighted are eligible). e) Treasurer (One post, only sighted is eligible). f) Members of Executive Committee (Seven Posts, Both Blind and Sighted are Eligible). g) Representative for N.E.C (One Post, Both Blind and Sighted are eligible). e) Date of membership to Qualify for the participation in proposed General Body Meeting and Election:As per the Section 6Aof the National by-laws of the Federation only those Members shall be qualified to take part in the proposed in General Body Meeting and Election. Who had got the Membership of stthe Federation up to 31 December 2007. As per the said provision the Executive Committee has approved a list of Qualified members. Same is being enclosed along with this letter for your reference. rdMembers may send their suggestions with documentary support to review the list up to 23 September 2008. The suggestion received after the prescribed date shall not be entertained. f) Registration:Each such member whose name appears in the approved list of Membership and willing to participate in General Body Meeting and Vote in Election, will have to register His/Her name by filling-up prescribed Registration Form and paying Rs. 10/- as a Registration Fees. The filled up Form along with payment of Rs. 10/- must be reached to ththe office of NFB, Karnataka at above mentioned address latest by 30 August 2008. The payment of the Registration fees shall be acceptable in Form of Bank-Draft, Money-order or by Cash. No Cheques / Postal Order will be entertained. Registration Form and Registration fees received after the thprescribed date of 30 August 2008 would not be entertained. The prescribed registration form is enclosed here with and same may be obtained from the office of NFB, Karnataka as well as NFB Mysore Unit. g) Facility of Escorts:Each Registrant Member shall be allowed to bring one escort with him/her on the Venue of General Body /Election. But for availing this facility the willing members will have to pay Rs. 50/- as a escort fees along with their Registration Fees. The escort fees also received after the prescribed date for thregistration that is 30 August 2008 would not be entertained. h) Eligibility conditions to Contest the Election for any of the above mentioned Posts:Name of the Member who is willing to contest the election for any of the afore stated posts should be appear in the approved list of membership as mentioned above. The Contestant for any post should not be in a elected office of any other organization of and for the Blinds. No other member of the family of the contestant should be the contestant for any of the afore stated posts in the proposed election. Only Blind Members shall be the contestant for the post of President and General Secretary while only sighted member shall be eligible to contest for the post of Treasurer. i) Procedure of Nomination: Nominations are hereby invited by the NFB, Karnataka as per the following Term and conditions from its members who are willing to contest for any of the posts stated above: The Contestant will have to pay a Non-Refundable Nomination Fees for each of the post as mentioned below:For post of President and General Secretary Rs. 500/-, for post of Other Office Bearers Rs. 250/-, for post of Member of Executive Committee and Representative to NEC Rs. 150/-. Nomination shall be made on a prescribed nomination form that is enclosed hereby and same may be obtained from the office of NFB, Karnataka at address mentioned above and office of Mysore Unit at following address: National Federation for the Blind # 402, Ahimsa Marga, Siddarth Nagar, Mysore-570 011. Ph. No.: 2326 3041. Envelop containing Nomination Form should be sealed and addressed to the Chairperson Nomination cum Election Committee and reached to the office of NFB, Karnataka at above mentioned address latest 6th September 2008 along with amount of nomination fees as prescribed for each post. Nomination fees should be paid only in form of Demand Draft, Money Order or by Cash. No Cheque or Postal Order shall be entertained. Receipt of nomination form and nomination fees after the prescribed date shall not be entertained. Nomination paper should be filled up properly in its all respects. Nomination papers for all posts should be proposed and seconded by adequate number of such members who's names appear in approved list of the Membership. Such as: i) Totally Blind Contestants for the post of President and General Secretary : Proposed by Five and Seconded by Five Members. ii) Low-Vision Contestants for the post of President and General Secretary: Proposed by Ten and Seconded by Ten Members. iii) For all other posts proposed by one and seconded by one. Nomination Papers for the post of President and General Secretary should be supported by Certificate of Blindness, issued by a competent Authority stating the status of sight. j) Scrutiny of the Nomination Papers: The Nomination and Election Committee shall open the envelop of nomination papers for scrutiny in th the office of the NFB, Karnataka as above mentioned address at 3.00pm of 7 September 2008. The Contestants may present personally or through their authorized representatives at the time of Scrutiny. Nomination papers shall be the subject to reject on following grounds: If the contestant shall not satisfy all conditions to contest for the post concerned as mentioned above. If the information's and statements furnished by the contestant shall be found wrong. If the nomination form shall not be filled or addressed properly. If it would not be proposed and seconded by required number of members. If the nomination fees as applicable shall not be paid with in the prescribed time limit. If it would be reached to the office of NFB, Karnataka after the prescribed date that is th 6 September 2008. If in the opinion of nomination cum election committee it shall be subject to reject by any reason. Decision of the nomination and election committee shall be final and binding to all in this matter. k) Withdrawal of Nomination Forms: The Nomination and Election Committee shall allow the contestants to withdraw their nomination th forms on their return request latest by 9 September 2008. l) Other necessary rules and instructions for participating in proposed General Body Meeting and Election. No member shall be allowed inside the Venue of General Body Meeting and Election without having a valid identity card either issued by the federation or by any other public authority. The escorts of each member shall also be the subject to carry his/her valid identity card. No member will be allowed to take stick / cane or any other objectionable article inside the Venue of General Body Meeting and Election. Members are requested to send Queries / Questions which they wish to raise in the General Body Meeting so as to reach the office of NFB, Karnataka latest by 6th September 2008 no quarries shall be allowed to be raised in the General Body Meeting if it is received after the prescribed date. Members are also requested to send resolutions which they wish to move in the General Body th Meeting so as to reach the office of the federation latest by 6 September 2008. Morning Tea, Lunch and snacks shall be served on the Venue of General Body Meetings and Elections to all those who would be present there. Federation may arrange dinner and night stay for those registrant members from outside Bangalore who will reach Bangalore one day before from the General Body Meeting and Election and intimate there confirm arrival to the office of NFB, Karnataka at above th mentioned address latest by 6 September 2008. It shall be the responsibility of the members who will take part in General Body Meeting and Election to co-operate the organizers in conducting the smooth proceeding of General Body Meeting / Elections. No disturbance in the functioning of General Body Meeting / Election would be tolerated. If anybody is found indulging in such activities, he/she would be taken out of the Venue and disciplinary action may also be initiated against him/her. This is also advised to all the members not to put any other communication such as Registration From, Questions / Queries and intimation of arrival in the envelop containing the th nomination forms as the envelops of nomination forms shall only be opened on 7 September 2008. So it would be better to send all these communications separately to avoid all inconvenience. The final list of the contestants for each the post and other details will be sent to the registrant members later on. The federation shall not be responsible for any postal delay or mistake. Miss.
