If by the console you mean the bios, then There is no easy way to make a
screen reader for the bios since there is no easy way to interface with
devices such a sound card. Also, the operating system of the bios would need
to support relevant functions to allow a screen reader to work.

If you mean operating system boot messsages, the same issues apply. One way
around this is to use an application like the knfb reader to read error
messages on the computer screen. I have read of people doing this
successfully using a N82 phone and the knfb reader.

As for turning off the laptop display, yes, there are keystrokes to do so
but these are laptop dependent. You may want to invest in the laptop battery
saver from www.techno-vision.co.uk. It works across laptops and I use it
everyday to turn off the screen of my laptop.
