Sub: The Annual 15th Mrs. P.D. Khambatta Memorial Award
You may be aware that the National Association for the Blind, India has
instituted 3 Awards in the Honour of Late Mrs. Piloo D. Khambatta, Former Hon.
Secretary. It is our tribute to her for rendering yeomen services towards the
Socio-Economic Rehabilitation of the Visually Challenged Persons, when she was
the Hon. Secretary. The Awards will be presented in the following category:
1. BEST EMPLOYER – A Company, Firm or Business House who has employed the
largest number of blind persons in a year (Form ‘A’ / A-1)
2. BEST BLIND EMPLOYEE/ S – A Visually Challenged Person who had made a
mark in successfully overcoming Visual Handicap and carved out a successful
career (Form ‘B’)
3. BEST SELF-EMPLOYED BLIND ENTREPRENEUR – A Visually Challenged Person
who had succeeded in his business (Form ‘C’)
For selecting the Awardees, the performance of last 5 years is taken into
consideration. Therefore, the period under consideration for this Award will
be from April 2003 to March 2008. The Awardees will receive a Cash
Prize/Shield along with a Citation. This Award Function is generally held on
14th March every year which happens to be the Birth Anniversary of Late Mrs.
Khambatta. However, from this year the Award Function will take place on
Monday 19th January 2009 on the occasion of Foundation Day of National
Association for the Blind, (India).
We are enclosing Recommendation Forms A/A-1, B, C and shall appreciate if you
recommend the name of Organisations who have recruited blind persons, and also
request them to recommend the candidature of Best Blind Employees working in
their Establishments. Forms A and B are to be filled by various Companies.
We also request you to do some recommendations for Form ‘C’ along with
photographs and testimonials of blind persons who have been successfully
Self-Employed on various Schemes like Public Call Office’s, Stalls, LPG or
Petrol/Kerosene Agency etc.
We shall be grateful if you will kindly arrange to get additional xerox copies
of the Forms taken out at your end for sending more than one nomination. Your
recommendations should reach our office latest by November 30, 2008.

Sub: Dr. Burjor Dorabshah Pallonji Memorial Awards – 2009
We take pleasure in inviting you to participate in the Dr. Burjor Dorabshah
Pallonji Memorial Award 2009 for the Best Employment Officer for the year
ending December 2008. This will be the 29th year, when we shall be presenting
the above Award in memory of our Late Placement Officer, Dr. Burjor Dorabshah
Pallonji. The Award Function is generally held on 14th March every year which
happens to be the Birth Anniversary of Late Mrs. Khambatta. However, from this
year the Award Function will take place on Monday January 19, 2009 on the
occasion of Foundation Day of National Association for the Blind, (I).
May I request you to kindly send us your recommendations in the attached
proforma so as to positively reach us before November 30, 2008 at the latest.
(Kindly send in duplicate). Please fill in the enclosed copy of the proforma,
after following the Rules governing it, as per the attached copy of the Rules
governing the Award.

Dr. Burjor Dorabshah Pallonji Memorial Awards
1. Name of the Fund
a) The Fund shall be named Dr. Burjor Dorabshah Pallonji Memorial Awards
Fund
b) The Fund is created with a view to perpetuating the memory of the Late
Dr. Burjor Dorabshah Pallonji, the first Placement Officer of the National
Association for the Blind, and later it’s Chief Placement Officer. Dr.
Pallonji rendered outstanding and meritorious services by placing over one
thousand blind persons in competitive Employment.
2. Objects of the Fund:
The Object of the Fund shall be to give Annual Awards to the best Employment
Officers of the blind, whose contribution in placing the blind in open
competitive employment in a year is outstanding. Only one Annual Award shall
be given on all India basis. The Award shall be given for outstanding
contributions in placing the highest number of blind persons from April to
March.
3. Rules Governing the Award:
a) Eligilibity:
1. Any Officer working in the Department of Employment of National
Association for the Blind or the NAB State District Branches, or in any
Voluntary Agency or Government Organisation and placing the blind in Open or in
Self-Employment shall be eligible for consideration for the grant of the Award.
Here, Self-Employment means PCO’s/Vending Stalls allotted or any other scheme
which provides a permanent source of income to the blind. This will not
include selling of cutlery items, or caning work on piece rate basis.
2. For the purpose of assessing outstanding placements by the
Employment Officers, his/her work shall be considered over the period of one
year from 1st April 2007 to 31st March 2008.
b) Inviting Proposals:
1. The Secretary of Dr. Burjor Dorabshah Pallonji Memorial Award
Committee shall give the widest possible publicity by issuing circulars, news
items etc. and by inviting proposals for the grant of the Award
2. The Proposals shall be called so as to reach the Secretary by November
30, 2008.
3. The Award shall be presented on 19th January 2009.
c. Consideration of Proposals:
1. The Sponsoring Authority shall fill up the attached Proforma and
certify the precise number of placements effected by the candidate in the year
April 2007 to March 2008.
2. Notwithstanding the receipt or non-receipt of proposals, the Awards
Committee shall have the right to consider granting the Award to any Officer
for Employment of the blind whose contribution they may be aware of but for
whom a formal Proposal has not been received
3. All Employment Officers irrespective of the fact whether they have
received an Award in the earlier three years or not shall become eligible for
the Award, if they happen to have made the highest placements during April 2007
to March 2008. The minimum number of placements, however, be not less than
25, as per the decision taken at the last NAB Employment Committee Meeting
d. Number of Awards:
1. Every year, only one Award shall be given to the Best Employment
Officer on all India basis. The Committee shall take steps as it may deem
appropriate to verify the particulars furnished by the Sponsoring Authorities.
2. In the event of a tie, the Chairman shall have the right to a
casting vote or to declare, joint Award Winners. In such an event both shall
receive Scrolls of Honour. The prize money shall be divided.
3. In the event of there being no suitable candidate for the Award in
any given year, the income for that year shall be added to the corpus of the
fund after deducting all normal expenses.
e. Award Presentation Function:
The Awards shall be presented to the Award Winners on 19th January it being the
Foundation Day of National Association for the Blind, (I).
f. Awards Committee:
The Awards Committee shall consist of:-
1. The Chairman, NAB Committee
2. Hon. Secretary General, NAB (I)
3. The Vice Chairperson, RTE Committee
4. Mr. S.V. Karnik, Hon. Secretary
8. Scroll of Honour:
The Award Winner shall receive:-
(i) A suitably worded Scroll of Honour
(ii) A Cash Award not exceeding Rs.1,000/-
Interpretation of Rules:
The Committee’s Interpretation of the Rules relating to the Award shall be
final and binding
