In any case, you would need to use a screen reader. The question is should
speech recognition be used or should the keyboard be used. My answer remains
that it is based on personal preference and, in many cases, military
necessity. For example, if you have a disability that does not allow you to
use your hands, you, in any case, would need to use speech recognition. As I
understand, most blind people are placed in separate rooms when taking an
exam. In many cases, this significantly reduces the noise level in the
environment so, it is indeed possible to use speech recognition in such
situations.

giving exams through computer from maharashtra government?
actually, i got delight after reading your article in DNA mumbai, and
now keen to know if there's any development in the case.
anyways, as you said that you're looking to give exam by computer and
bit confused what to use whether speech recognition system or typing,
i would say that since a lot of things like noice level, voices
around, pronounciations, etc may affect the accuracy of a speech
recognition system, it's always a better idea to use your beloved
screen reader for such an important thing as giving exam.
though i've used both J say and microsoft's speech recognition system,
but i can't say they are better then screen reader in typing. as per
is speed is concern, it may vary acording to your typing speed.
if your typing speed is average at least, i'll always suggest you to
use screen reader for typing instead of speech recognition.
