Just some background infromation. The N C D E P D  had written to both the 
Finance Minister and the Railway Minister much prior to the Budgets and then 
several of us from this list had also written. None of what we asked for 
came through in any of the Budgets so we had planned a candle light vigil on 
24th July outside the finance Minister's house. The finance Minister's team 
finally woke up realising that we were serious about our wants. After 
negotiations a small delegation led by Javed Abidi met the Finance Minister 
on the 24th July. the next day we met the Prime Minister and the amendment 
to 80U was announced in Parliament on 27th July.

The amendment to 80U was because of the pressure of writing letters, calling 
a candle light vigil then sticking to our guns-all in all the right kind of 
lobbying at the right places. If you have to thank anyone then the thanks go 
to Javed Abidi for the 80u amendment.

Yes Bharat, The rebate mentioned in your previous mail was not there
originally but after the finance minister received a representation from
some organisations, he introduced it at a later stage when the finance bill
was passed!

    despite having read mails confirming the fact that no changes were made
in the exemptions provided under 80 u, i have time & again, heard from
various people that the said clause has been modified & the upper limit has
been increased to 100000.
