I don't know if this is legally possible, but I feel you must take this bank to two courts: first in a consumer court where you must contest them for denying you a service you deserved and second at the district/high court for not following the rules laid by the RBI and IBA. Another possibility is that you can act as a citizen journalist and expose the bank officials. If possible, hire a video camera, visit the bank again and record the whole thing. I am sure they would repeat the things they told you earlier. Make them say it again and present the tape to the TV channel.
