I would rather make it through an example. My performance in academics was marred somehow by bizarre ascribe by at least some percent-may be 5 10 or whatsoever which definitely happens with everybody using ascribe. In that case a relaxation of some percentage is no matter of concession to a VI but a consideration to what he/she might truly deserve. I have seen an average VI even in the clericals far more superior in knowledge/intelligence to his colleague at par. So this should not be treated something for begging but something one deserved.
