I am also not techy first of all. But what ever knowledge I have gained so 
far according to that:

1. The sites on which graphics / immages without alternative text is used, 
they are inaccessible.
We often see sites with slite show, the links with graphics so when you 
click, you get a discription with on mouse over element etc. The solution 
for graphical problem is to use 'alt' attribute by web developer. The 
function of 'alt' attribute is to provide alternative text for all those 
browsers which can't display immages. There are such browsers which purely 
display text. So, if developers use 'alt' attribute, our screen reader can 
rread it.

2. The sites based on Java and Flash: All sites containing java and flash 
based systems are inaccessible unless and untill the developer has kept 
accessibility guidelines given for java and flash accessibility. Again in 
flash, it is of video based nature, so becomes bit inaccessible for us. 
Since our screen reader can only read in which there is some text.

3. The sites which often refresh: Most of the stock market sites which often 
refresh, or news sites do cause problems for us in smooth operations. 
Although Jaws and perhaps other screen readers do provide features to deal 
with that. But still, it is a problem therefore wherever possible, automatic 
refreshing should not be used.

When on mouse over elements clickable elements are used inappropriately, 
they cause problems for us.

What I can say, is that every developer should follow the Web Consordium 
Accessibility Guidelines and he should also follow the guidelines of the 
application wenders which's application he is going to use e.g., flash and 
java.

On mouse over, clickable, flash, java, etc etc are all terms used in web 
development.

Dear Members,

I am not a technology expert. So, I want to ask a question. When we visit 
some sites on the internet, we can not read the contentof the sites. 
However, the screen displays the content. The sighted person can read it, 
but we can not. So, my question is: what makes the sites accessible, and 
what not? There must be something in the process of making the sites which 
makes it accessible or not. But I don't know what it is. I hope the 
knowledgeable members will throw some light on this topic for the benefit of 
non-techy members of this group.
