hello friend, unfortunately the excise duty exemption is not given to blind purchasers of cars. it is applicable only to "physiclaly handicap" whatever it may imply...my guess is that it is for o.h. so friends, blind are not physically handicap! jokes apart, but expect no exemption from excise duty for the purchase of car like thing. it doesn't include us- the blind. anjali
