Let me put it as per my experience.
In the exams conducted by Andhra pradesh state board for secondary
education (SSC), there is a specific G O which exempts the visually
impaired from answering such questions. But verbal explaination is
mostly prefered for non verbal  questions.
We are also surely exempted by UGC in NET exam from atempting such
questions. Instead, we are provided with other alternative questions.
In bank and other competative exams, we are given a note, i guess
though I'm not sure.
This note says that sufficient marks will be alotted for VI depending
on the scores obtained.
This is only up to my knowledge.
I'm also not sure how far that sufficient marks will be alotted.
