Absolutely, you can transfer your license from one mobile to another in case of changing of version of talks but the licence for previous mobile will be canceled and you have to pay differential amount for availing premium version of talks.

Well, I have myself transfered my license once but that was due to the
fact that I had lost my phone and had to buy a new one. What you can
do is just call up Saksham people (that is from where I guess you have
purchased the license) and ask them whether you can do the same. The
condition is if I'm not mistaken that you need to have a premium
license of Talks.
