Well, in some western countries such as Germany where dogs are treated as 
well as if not better than human beings, there are strict rules about 
possessing dogs and the noise levels that will be tolerated. Neighbours of 
dog owners whose dogs bark incessantly during afternoons or after 10 PM at 
night can complain to the police about the noise levels and have action 
initiated against the owners. As a result, all the pet dogs are 
well-trained.

While dogs as pets are an inevitable part of several people's lives here in 
India, very little emphasis is laid on providing them appropriate training. 
Unless authorities mandate some sort of basic training which teach dogs to 
refrain from barking without reason, people living around houses with noisy 
dogs will have to put up with the inconvenience.

Since guide dogs are thoroughly trained before they are sent into the field, 
the likelihood of them causing such inconvenience is very low.

I only wonder whether such cases will hamper  the guide dogs users. There
should be some way to co-exist with the animals for they are very part of
nature. If we start behaving like this perhaps tomorrow no one would like to
be disturbed by even birds, cats, flies.... list is endless. At the end of
the day tolerance is what that makes a man!
