I am not aware of a keystroke to do this as I have never needed it; I can 
see the light that the monitor emanates.

However, you may want to try a couple of things: Firstly, slightly touch the 
back of the monitor; if it is on, the surface will be warm. Another way to 
determine whether the monitor is on is to gently run your finger on the 
screen. If it is on, it makes a noise similar to the noise that a synthetic 
cloth makes when it comes in contact with a comb.

Try them out.

How can we verify in a desktop, whether the monitor is turned off or on/?
For those perceiving monitor light, it may not be a problem, but for us, 
totally blind, it is a challenge.
Is there a key command, or any procedure?
