Hi Mukesh, The fact that Symbiosis Centre for Distance Learning (SCDL) is an approved distance learning institute by Distance Education Council (DEC), Govt. of India.which is set up by the Govt. of India under an Act of Parliament for recognition of open and distance learning institutes in India itself bounds the SCDL to be governed by the guidelines at least related to providing equal oopportunity for education.
Be specific as to what they are denying. While they might deny that they might not be governed by UGC directions but surely not by directions of DEC which I am sure will make facilities to education accessible. If they say they can not provide scribe or other alternate format of taking examinations, they can be straight away hauled to the court of law for discrimination even under existing laws and rules.
