Be specific as to what they are denying. While they might deny that they might not be governed by UGC directions but surely not by directions of DEC which I am sure will make facilities to education accessible. If they say they can not provide scribe or other alternate format of taking examinations, they can be straight away hauled to the court of law for discrimination even under existing laws and rules.
