May I suggest that You may form some hypothesis and proceed to test
them based on empherical data collected from the field. Theories are
nothing but constructs explaining the causal relationships between a
set of variables. Some of the hypothesis could be, VI persons having
to technology are better educated, have higher productivity, are
better heard by policy makers than those without technology, that
income levels, family background and such other social factors have
impact on access to technology for VI persons etc. This is only
indicative and you can hve as many you can depending upon your
objective and your abiity and resources to collect data.
