I was thinking of purchasing a netbook or a notebook for recording in a
noise-free air-conditioned environment. Can we use sound forge on any of
these without any problem? I don't really understand the difference between
notebook and netbook. What about the keyboard?

Go for a netbook if you want portability. if you are not going to carry
the computer around then you may invest in a laptop which has more
processing power and storage.
I have recently purchased a Samsung N210 and Samsung N140 for myself. I
have shifted most of my work to the netbook. Samsung is believed to have
the best keyboard among the netbooks. N210 is preloaded with Windows 7 and
promises at least 11 hour battery backup. It is available for Rs. 18500 in
Delhi.
You may buy N148 which comes with DOS at Rs. 15000.
All these models have ATOM processor with 160 GB hard disk.
