Absolutely not! 139 doesn't provide any such facility over the IVRS, what it actually does provide that you can book your ticket through cash card and that too not on IVRS rather you'll have to provide the details of your cards to the customer representative. Please remember the cash cards are different from those of credit cards. In any case, IRCTC soon is going to be forbidden from ticket bookings. Now no visually challenged user can book E Ticket. If you are going to book E Ticket of Indian Rail through IRCTC site, you may not be able to do the same. Because at the time of filling passengers detail, you will also have to type the character shown on the screen, which is not possible for such challenging users in absence of sight.
