yes, although it is not so easy, but it not impossible. nokia care can do it only if you satisfy them that your phone is not working after upgrade. for example, you can tell them that some softwares that you were using previously, are not being properly supported after the upgrade. this is the only way to downgrade the fermware. please dont try any other things or you may lost your phone permanently.
