they had allowed me to take concession with 299 plan, my bill was 264 or 266
RS. this was in Mysore in karnataka. but now in hassan karnataka, officers
are saying that there is no 20 per cent concession at all for blinds.

My bill won't solve your problem. I am using the home combo scheme. It
does not require telephone rent. For Rs. 500 I get 1.5 gb free download
and upload, free time from 2 A M to 8 A M, and 175 free calls on the
landline number.
BSNL does not offer more than one concession to one person. In their
opinion home combo offers free telephone, so they did not allow further
20% concession on it. Somebody else's telephone bill will help.

The BSNL office in my area said the same. When I insisted, they accepted
my application and forwarded it to the higher authorities or concerned
section. I was granted the concession after a few months. In fact, they
don't have provisions for this concession in all schemes in their
software package. I was using home combo and there was no concession
field.
