Hi Girish, Could you send more details to me on this matter? The DGCA rules are quite clear on this that no VI person can be compelled to fly with a service animal. In fact, there are very less blind people who use service animal in India. If Jet and Kingfisher airlines say this, it is utterly funny and without any legal basis.
Why you want to invoke IATA norms (though I am sure even IATA guidelines do not say what you have put forward) when we already have DGCA's CAR on carriage by air of persons with Reduced Mobility and persons with disabilities. This Civil Aviation Requirement is mandatory on all airlines and airports operating in India. And any default must be reported to the Director General of Civil Aviation, India. In case you want the physical copy of this CAR let me know off the list and I will send you the same.
