[AI] Regarding 2 whieler on VI's name

Hi all! 
One of my friend want to buy a 2 whieler on his own name. But the bank 
officials are saying that you can not do so because the authority will not 
issue the RC book on your name. And if the issue the same, you may face the 
problems while claiming the insurance because the lisance will not be ofcourse 
on his name. So Please guide me in this case so I can provide some right 
directions to him.
