Dear members,
Though I have not received this information via written communication, but came
to know that Mr. K. K. verma who was the incharge at the Buss Pass Section on
13th November 2010, is asked to make the explanation and justification on the
entire matter by the concern Authority of DTC. Not only this, mr. verma was
shifted from Centre Secretariat Pass Section to some other place immediately
after I've registered the complain against him.
Mr. K. K. Verma called me on my Mobile and apologized for whatever they people
have done with me. He was also requesting me to write another letter to the
Authority of DTC asking them to finish the matter and forgive mr. Verma since
he realizes his mistake.

Well done Amit! We 1 and all support your Endeavour and urge you not to let
the grip loosen on the issue. Do not let it be just a follow up process but
make it a hot pursuit. I take this opportunity to appeal to all the list
members and others that, as and when, you face something untoward, do not
hesitate to bring the matter to the concerned authorities . More often than
not, I have seen that, it makes difference, people do respond, and you get
positive results.

Dear Sir,
This is to draw your kind attention towards the below incidence took place on
13/11/2010 at the Bus Pass Section of Delhi Transport Corporation, Centre
Secretariat Division, Delhi.
I was harassed by two DTC Staff members sitting at the Pass Section and
forced to go another section near my Residence in order to obtain a Buss Pass.
They totally denied me their services of issuing the Pass on no grounds and
wasted my time without any reason.
I am a Visually Handicap resident of Delhi and Citizen of India by Birth.
On Saturday, November the 13th, 2010, at 02:00 PM I reached to the above
mentioned Buss Pass Section to renew my Pass being issued by the Delhi
Transport Corporation to the handicapped Bus passengers in the Capital.
I carried all the original required documents along with their Xerox copies
such as I Card issued by SDM, Rashan card and Voter ID card for Residence
address prove, handicap Certificate issued by the Medical Board and the filled
up Application of Bus Pass of DTC. This is what all required to obtain a Pass.
I requested them to renew my Pass but they totally refuse their services and
asked me to go to another Pass Section near my Residence.
I politely requested these staff members sitting in their service to renew
the pass since the subscriber or user can go any of 32 authorized pass sections
to get the pass. These Centre are clearly defined in DTC website: www.dtc.nic.in
The available officials at the Centre were looked reluctant in getting me the
pass and spoiled my valuable time. There is no such rule or provision that a
person cannot go to the Bus Pass Section other than the depot located at the
nearest area location of the resident.
When they were found totally disinclined to accept my valid application, I
requested them to give me a written paper explaining the logics and reasons
that why I cannot be issued the Pass but they again refused to do so. When
nothing chocked out, I called Scindia House Office to raise the verbal complain
on the entire matter was taking place. One of the representatives from Sindhya
House also asked the Centre Secretariat staff over the Phone to issue me the
Pass but they were still not interested to full fill their job and do the
needful as per my request.
When I asked about any Circular or copy of rule regarding not to get the Pass
from the Buss Pass Section other than the resident area, they said "you are not
the authority to ask for the Circular."
These staff members also bothered me by using some illicit and awful words
like "we do not treat you as a customer because the Government gives you the
Pass free of cost., just submit Rs. 815 and we will issue you the Pass."" Such
kind of statement and behavior is highly objectionable not only to me but
several other handicapped Citizens of this Country.
When they had nothing to do, finally they putted the blames on me that I am
misbehaving with them. While my purpose to go to their Pass Section was only
and only to get the Pass. There is no question of behave or misbehave. I would
also call it a matter of offense on their part as they also said: "you are
standing in our Office at the moment, otherwise we would have made you
understand if you were out of our Office". This means they did challenge me to
meet outside.
Ultimately, I had to go to Scindia House Buss Pass Section and, I am thankful
to the Staff members of this department, they issued me the Pass without any
problem within 10 Minutes.
Sir, this is my humble request to investigate that who were in duty at the
Buss Pass Section of Centre Secretariat around 02:00 PM on Saturday, November
the 13th, 2010 and ask them the following questions:
1. On what basis they deny me to renew or issue me the DTC Pass while I had
all the original documents handy with me.
2. Why they dissipated my time and as per what rule or norms they forced me
to go to another section for getting the Pass.
3. When I am also a Citizen of India and Delhi, when the Government is mine,
how come they could say: "I am not a customer; the Government gives you a free
Pass." Was it not an attempt to insult the handicapped Bus Pass users?
4. If they found anything wrong at my end with the required documents, the
Scindia House Pass Section would have not issued me the Pass.
I would just like to let you know that they were two staff members and the
person who had this unnecessary quarrel with me was senior one amongst them.
By writing this letter and raising the above cited complain, I just want
concern Authority to look in to the matter and act in order to instruct the
staff members to be refrain from disturbing the public and make the process
smooth.
The servants/workers deputed in their respective departments are not supposed
to misuse their duties but they are expected to honestly fulfil the liabilities
and responsibilities assigned at the Government Offices for serving the
Citizens of our Nation.
I will appreciate your prompt response and action on the above raised
complain.
Your entire investigation and apt action will go a long way to make the Bus
Pass services more smooth and expedient to us.
The concern department and related authorities are requested to insure that
no such incidence of denial of issue of Pass without any valid reason takes
place at any of the Pass Sections in the future.
