You have a vital RBI circular facilitating ‘cheque facility’ to a vi.  But 
preferably I would use interbanking like ‘fund transfer, paybill, E-pay, etc. 
for most banking transactions & would advice you the same as it is not merely a 
question of issuing chequebook on signature to a visually challenged.  More it 
is a question of 90/95% dishonor chances of the cheque on account of even the 
slightest variations.  As per new guidelines even the smallest cuttings duly 
signed by you debar such cheque presentations to the bank.  Perhaps it would be 
best to pursue chequebook only for loan purposes where a bunch of cheque could 
be submitted to the lending bank after duly stamped & signed by your bank 
manager.  In my opinion minimal use of cheque is advisable by a blind also as 
banks (especially) private ones take it for  their commercial fun to dishonor a 
cheque on the slightest provocation as issuer & depositor both banks enjoy the 
freedom of levying heavy penalty to the defaulter customer.  Still if u haven’t 
got so far, kindly write me off list for the circular.
