Amazing things happening in DoPT. My experience with DoPT is very bad. It is
precisely this organisation which has done every thing to scuttle the spirit
of Persons with Disabilities Act 1995. It has kept Gp B & A posts out of
reservation in promotion by removing this benefit in subsequent memos
especially in 29 Dec 2005 memo though the same was available in earlier
memos. The Ministry of Social Justice is hand in glove with them for they
did not oppose this section when their comments were sought before the Memo
was released.

Now, despite CAT's order and several other indictments from various high
courts they still are out there to scuttle it and no one is interested. Even
the Prime Minister takes blame for wrongfully appointing the CVC when the
Supreme Court indicts him and before this they defended it all platforms!

Now we are busy fighting for every word in the new disability act being
drafted. But if for implementation of every law, we have to go to Supreme
Court, where are you headed ?

To me this only indicates complete failure of the Government. Its the
bureaucracy that governs us today with patronage from their political
masters. The ordinary Citizen doesn't count for them. Don't you think the
situations are very similar to autocracies in the Arab World which is
witnessing citizen's movement to uproot the system. This seems to be the
right time.
