Unfortunately, our Ministers and leaders perhaps not aware that Richard Lees
took charge in the Office as a 1st Blind Mayor in UK in May 2005.
in 2007, Belgian Police officers employed around 6 blind employees as
Police officials. Mr. Sacha van Loo is one of the examples who was working
in special unit of Police Department.
There are many examples in other Countries where the Government encourages
the people with disabilities to work in senior administrative positions and
provides them full opportunity with full Enthusiasm.
Ironically, Leaders in the largest Democratic Nation India even do not want
to think about Visually Impaired people. Thanks to some of our
Bureaucrats and organizations who made at least something possible for us by
their efforts. Otherwise, Government never wants anything in our favor.
We all need to be unanimous in the below matter and put this forward until
and unless we get the proper Justice.

language be it so.
Rajesh,Kanchan- don't you think this advertisement should be immediately
challenged on the grounds of being evasive, unclear and confusing for
candidates with VI. It coins new terms like PB which are not described in
the law nor the babus who got it published cared to define it.
This is a mockery of Prime Minister's statement that he gave on the floor of
the house that IAS has been opened for the VI category. Now how can the DoPT
babus interpret it to suit their whims and fancies? Blind do not become
unfit to hold IAS because a certain few in DoPT think due to their
ignorance, that blind are not capable to do so!
I have strong objection to such biased interpretations being allowed to
affect us. The recent statement of the minister on backlog of VI segment is
live testimony of this bias! Let's resolve to raise the awareness first and
still if they are blind to our potential then 'Kohram' as Shadab puts it, is
what is needed from this forum!
I suggest that we make few 5-10 minutes documentaries showcasing how blind
can effectively handle various positions including those of judges, Bank POs
or the administrative services with the help of modern technology! Circulate
them play them in all channels, make presentations to DoPT and whoever we
think lacks awareness!

It is time we tasked ourselves to winning our battle either by hook or
crook. Subhash sir, you have pertinently pointed to the current chaos
of the Arab countries; such an action is the urgent need of the hour
here.
In the answer nowhere it is mentioned that the totally blind are not
eligible from getting appointment into IAS. It is merely mentioned
“partially blind candidates are eligible for appointment into IAS.” I
am not such a law person, but perhaps this means another series of
questions to clarify whether the totally blind are not eligible from
getting appointment into IAS. This type of couching implies that we
need to have lifelong patience to keep on tendering our rightful
petitions to the corrupt politicians, bureaucrats, and the third
system I won’t dare to blurt out in this freedom-loving nation.

drafted. But if for implementation of every law, we have to go to Supreme
Court, where are you headed ?
To me this only indicates complete failure of the Government. Its the
bureaucracy that governs us today with patronage from their political
masters. The ordinary Citizen doesn't count for them. Don't you think the
situations are very similar to autocracies in the Arab World which is
witnessing citizen's movement to uproot the system. This seems to be the
right time.

secured a directive from the Central Administrative Tribunal asking the
Government of India to induct them. The government has however till date

implemented the order.
In the meanwhile the National Platform for the Rights of the Disabled had
represented the issue before the PMO. It first wrote a letter to the PM
and
then accompanied these two aspirants to the Principal Secretary to the PM
Shri T K A Nair. Despite assurances, nothing tangible has come out.
Brinda
Karat had also written to the PM and also met Shri Nair in this
connection.
She had also raised this issue during a meeting with Shri V Narayanasamy.
It is against this background that these questions were placed for answer
in
the Rajya Sabha.

a) Whether visually impaired candidates are eligible for induction

the Indian Administrative Service?
b) Whether because of denial of their claims, the Central
Administrative
Tribunal had to intervene and order their induction?
c) Whether the government has taken any steps to implement the CAT
decision?
d) Whether there are any more deserving disabled candidates for
induction
into IAS?
ANSWER
Minister of State in the Ministry of Parliamentary Affairs; Minister of
State in the Ministry of Personnel, Public Grievances and Pensions and
Minister of state in the Prime Minister's office. (Shri V Narayanasamy)
(a): Civil Services Examination (CSE) Rules, 2010 inter-alia, provide
that
partially blind candidates are eligible for appointment into IAS.
(b) to (d): The Orders of the CAT Principal Bench in various OAs are
under
consideration in consultation with Department of Legal Affairs.
Note: It is evident that that in the light of the adverse comments from
the
CAT and earlier orders from courts, the rules have been revised in 2010
debarring fully blind persons for induction into IAS.
